This was developed to guide you in transitioning to the dematerialization of the data declaration for your clients. The tele-declaration of client data is now mandatory, following the provisions of articles 36, 37, and 38 of Law 80-14 related to tourist accommodation establishments (EHT) and other forms of tourist accommodation. In this regard, all operators of EHT and other forms of tourist accommodation are required to align with the new legal standards. Furthermore, according to article 56 of the aforementioned law, tourist accommodation establishments have a two-year deadline to comply from the publication of Joint Order No. 3171.16 by the Minister of Tourism and the Minister of the Interior in Official Bulletin No. 6555, dated March 27, 2017.

What you need to know about STDN

As part of the modernization of administration and the dematerialization of its services, the Ministry of the Interior (MI), the Ministry of Tourism, Air Transport, Handicrafts, and Social Economy (MTTAAES), the General Directorate of National Security (DGSN), and the Royal Gendarmerie (GR) have collaborated to develop a simple and effective digital system. This system allows professionals in tourist accommodation to declare their clients’ overnight stays through the portal https://www.stdn.ma. The STDN enables professionals to replace the submission of individual accommodation forms to the DGSN/GR, the maintenance of the customer registration book, and the manual declaration of overnight stays to the MTTAAES with daily online declaration.

In the meantime:

– Individual forms should be maintained and submitted to the relevant DGSN/GR services until they inform you of dispensing with this operation. This decision will be based on your regularity in tele-declaring all individual forms without input errors.
– The customer registration book should continue to be submitted for approval by the DGSN/GR on the first day of each month.
– Statistical forms should be maintained until the Tourism Delegation informs you of dispensing with this operation. This decision will be based on your compliance with legal tele-declaration.

Tele-declaration is now mandatory. Ensure compliance with the new data declaration methods for your clients.

Article 38 of Law 80-14 related to tourist accommodation establishments and other forms of tourist accommodation:

Are you required to tele-declare your overnight stays? Every operator of a tourist accommodation establishment or other forms of tourist accommodation is obliged to tele-declare the arrivals, overnight stays, and departures of their staying or passing clients daily before 8 am on the portal https://www.stdn.ma. This includes archiving individual accommodation forms for a period of one year and making them available to the competent services of the DGSN or GR upon request. As of March 27, 2017, you have two years to comply with this requirement. After this transitional period, sanctions and penalties may be applied for non-tele-declaration.

Advantages of STDN:

2. Instant and remote declaration of your data on an electronic interface.
3. Ability to feed the system through importing PMS data.
4. Provision of a “statistics” space allowing you to generate performance indicators and compare with other establishments nationally and locally.

Tele-declaration Procedure for Overnight Stays:

To join STDN, follow these steps:
1. Create your online account by accessing the tele-declaration portal at https://www.stdn.ma.
2. Complete the electronic pre-registration form on the portal.
3. Confirm the entered information.
4. Validate your electronic pre-registration by submitting a physical dossier to the competent DGSN/GR services, including a certified copy of the operating permit, business registration certificate, copy of the operator’s national electronic identity card, or residence permit for foreign operators residing in Morocco, and a certified copy of the classification decision.
5. Retrieve the “activation receipt” from the competent services after the created account is validated.
6. Retrieve the authentication certificate from the competent services.
7. Register only once at the beginning of the process.
8. Validate your account within 30 days from the date of electronic pre-registration.

In case of unavailability of the tele-declaration system:

– Install the authentication certificate.
– Tele-declare client data manually or through data import.
– In case of system failure, deposit a copy of individual customer forms before 8 am with the competent DGSN/GR services.
– Submit the statistics form for overnight stays not tele-declared during the system unavailability period to the external services of the MTTAAES.
– Provide data not tele-declared during the system unavailability within 72 hours after system restoration.

How to avoid sanctions:

The online declaration of overnight stays has the same legal effects as the one submitted in paper format. Any delay or failure to tele-declare and archive individual forms by an operator of a tourist accommodation establishment or another form of tourist accommodation results in penalties and sanctions, as specified in Article 48 of Law 80-14 related to tourist accommodation establishments and other forms of tourist accommodation.
